Create the Conditions object.
$conditions = @()
$conditions += New-AzActivityLogAlertAlertRuleAnyOfOrLeafConditionObject -Equal Administrative -Field category

$actionObject = New-AzActivityLogAlertActionGroupObject -Id $actionGroup.Id
Create the Scope object
$scope = '/subscriptions/<subscription id>'
