This service is required if you want any of the following logging to start when the server starts: NCSA access logging HTTP error logging
Solution
1. Expand Troubleshooting 2. Click Logs and trace 3. Click the name of the server 4. Click NCSA access and HTTP error logging 5. Check Enable logging service at server start-up 6. Click Apply 7. Click Save 8. Restart the WebSphere Application Server
